HISTORY

Established in early 2024 in Houston, Railroad Construction Co. of Texas, Inc.(RCC of Texas) was founded under the Railroad Construction Family of Companies Holding Company with a team of seasoned professionals each bringing 20 to 40+ years of track experience. Built on a strong foundation of expertise, we provide comprehensive track services across the Southwest and Southeast regions.

We specialize in all aspects of railroad track work including construction, maintenance, inspections, and on-call rapid response services, for both industrial and transit customers. Our commitment to excellence is at the core of everything we do, ensuring reliable, safe, and high-quality service every step of the way.

RCC of Texas is a Houston-area railroad services contractor serving customers across the Southwest and Southeast regions. We are dedicated to delivering safe, high-quality, and productivity-driven solutions to our Class 1, Industrial and Transit clients.

Our expertise spans all aspects of track construction, maintenance, and inspection, and we proudly offer around-the-clock emergency services, 24 hours a day, 7 days a week, 365 days a year.

OUR TEAM

Mark is a successful business executive with 40+ years of experience in the rail industry including heavy civil infrastructure. Originating from England Mark and his family moved to the USA in 2001 and became American Citizens in 2010. Mark is a confident business leader who creates positive energy and enthusiasm in everything he does, and this leadership style has helped him produce outstanding results throughout his career including best practice safety & quality management, productivity, and profitability. Mark began his career working in the telegraph office in Kings Cross Station in London, then as a train recorder in the signal department before moving to the track department performing construction and maintenance services as he worked his way up through the ranks. Mark’s professional education includes civil, mechanical, and electrical engineering. Having obtained his Higher National Certificate (HNC) in Civil Engineering from Oaklands College in St. Albans, England. Mark then successfully completed his Master’s Degree (MSc Eng.) in Rail Systems Engineering at the University of Sheffield in England. Prior to joining Railroad Construction Company (RCC) in 2022 as Vice President of the Track Division Mark held leadership positions in Balfour Beatty, Lane Construction, and Middlesex Corporation. As President of Railroad Construction Co. of Texas, Inc. (RCCT) Mark is responsible for supporting the team and providing strategic direction, overseeing financial performance and ensuring operational excellence. His role involves developing and executing long-term strategies, managing budgets and ensuring projects are completed on time and within budget. Mark also focuses on business development, building client and stakeholder relationships and maintaining compliance with regulations and industry standards. Mark is a proud parent and grandparent to three children and three grandchildren.

José “Pepe” Garcia is a veteran of the railroad construction and maintenance industry, bringing over 35 years of experience to his current role as Vice President at Railroad Construction of Texas. Starting his career as a track laborer, he has held leadership roles across operations, project management, and estimating, overseeing major rail projects for Class I carriers, shortline railroads, and industrial clients like DOW and Albemarle. Pepe has managed multimillion-dollar projects with firms such as Balfour Beatty Infrastructure and Railworks Track Systems, earning a reputation for safety, efficiency, and strong client relationships. He holds multiple certifications in railway engineering, track safety standards, and leadership development from top institutions, making him a trusted and respected leader in the field.
